Ok so i just reinstalled windows and i had this problem where wow was only downloading @ like 100kb's despite my internet being really good. I also saw this problem come up on the wow forums a lot with no solutions. So here is a couple steps i did to fix it. I'm perm banned from wow forums so i cant post there and just hoping this helps someone who googles this problem or something.
Disable User account control (hit start and type in user account control and bring the slider to the bottom)
Disable your firewall (Control PanelSystem and SecurityWindows FirewallCustomize Settings), then hit ok
At this screen (Control PanelSystem and SecurityWindows Firewall) Hit 'Advanced settings' on the left side of the window.
Then on the screen that comes up look for 'Windows firewall properties' and click it.
On the 'Firewall State' change the drop down to 'off' (yes you still need to do this after disabling firewall)
Then go to (C:Program Files (x86)World of Warcraft) and right click 'Launcher' and 'Run as an administrator'
MAKE SURE TO DO THIS EVEN WITH UAC DISABLED
This made my download speed go from 100-500kb to 2.5mb a second.
I also recommend installing 'leatrix latency fix' for playing wow can drop your latency by up to 100ms but this has nothing to do with what i just explained lol

Xbox One Download Very Slow
- Patch Notes - December 19th. Very slow download speed. Is there another way to download BDO? Or a way to speed up the download? I can download pretty much.
- Has anyone had problems with updates taking a long time to install in the last few months? I've been watching a very fast Windows 7 machine (i7-4790, 16GB, SSD, otherwise fully patched) install this month's 11 patches, and it took just under an hour to install them.
